Key EU Directives Affecting Agriculture

The European Union has several important directives and regulations to ensure sustainable farming, environmental protection, and rural development. Our reader-friendly overview:

1. Nitrates Directive (91/676/EEC)

European Green Deal – Overview & Farm Obligations

The European Green Deal is the EU’s roadmap to make Europe climate-neutral by 2050, transforming the economy, agriculture, and food systems toward sustainability while ensuring economic resilience. Here are some of the highlights of what Farms Will Need to Do (Obligations & Targets)

1. Cut Greenhouse Gas (GHG) Emissions

Goal: Reduce methane, CO₂, and ammonia emissions from farms.

  • Reduce methane from livestock by improving feed efficiency and manure management.
  • Lower fertilizer use to cut nitrous oxide emissions.
  • Encourage carbon sequestration through agroforestry, no-till farming, and cover crops.

2.  Shift to Sustainable Food Production

Goal: Reduce environmental impact while maintaining productivity.

  • Support short food supply chains & local markets.
  • Reduce food waste at farm level and promote circular agriculture.
  • Improve animal welfare and reduce reliance on intensive livestock farming.

3. Reduce Pesticides & Fertilizers

Goal:
▶︎ 50% cut in chemical pesticide use by 2030.
▶︎ 20% reduction in fertilizer use by 2030.
▶︎ 50% reduction in antibiotic use in livestock by 2030.

  • Transition to Integrated Pest Management (IPM).
  • Use precision agriculture to apply fertilizers only where needed.
  • Increase organic farming (target: 25% of EU farmland by 2030).

4. Improve Soil Health & Water Management

We are a little – but our understanding is:

Some EU legislation was retained addressing nitrates, water quality, habitats, pesticide use, financial support (!?), industrial emissions, renewable energy, landfill, and climate, but many are under consultation / review, or a matter for devolved administrations.

Nitrates and Water Framework – retained many, but some under review.
Habitats – Main protections now in domestic legislation (e.g. Habitats and Species Regulations 2017).
Sustainable Use of Pesticides – adopted measures to regulate pesticide use & includes setting maximum residue levels in food and monitoring their presence in water bodies.
Financial Support to Farmers – Agriculture Act 2020 (?2021?).
Industrial Emissions – Environmental Permitting Regulations / Clean Air Strategy 2019.
Renewable Energy – encourages the integration of renewable energy.
Landfill – regulations on waste disposal and recycling.
Climate Law – Climate Change Act 2008 (amended 2019+: https://www.legislation.gov.uk/ukpga/2008/27/contents)
